The good news: there is a fix that costs a fraction of new concrete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A space that feels free to the driver was never free. Someone in the building above was always paying for it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are parking minimums?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Parking minimums, also called minimum parking requirements or parking mandates, are zoning rules that set how many parking spaces a new building must include. They date to the mid-20th century, when planners assumed every household would own a car. A 2018 survey found 53 percent of European countries still enforce some form of car-parking minimum. Hamburg abolished minimums for apartment and student housing. Utrecht is building a 6,000-apartment district car-free. And the outcome that worries planners most, a parking shortage, has not materialised: developers keep building parking where real demand exists, they just build less of it, and only where the market calls for it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The cheaper fix: unlock the spaces you already have<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Reform is not the only lever. The other is to make existing parking radically more efficient with real-time data, turning a static asset into a shared one. Most unmanaged lots and campuses run at just 45 to 65 percent of capacity.
