    What EV Parking Management Means

EV parking management is the layer that keeps electric-vehicle charging bays available to the drivers who need them. IoT sensors detect whether each bay is occupied; integration with the charger shows whether a vehicle is actually charging; and ParkingAround flags misuse, a petrol car in the bay ("ICE-ing") or an EV that has finished charging but not moved ("charge squatting"), while giving operators real-time availability and utilisation data. It applies to residential, commercial, corporate, and municipal sites.

Why EV Charging Bays Stop Being Available

The chargers get installed, and then a significant share of the bays stop being available for EV drivers. Not because the chargers fail, but because the parking-management layer that makes them usable is missing. These are the problems EV parking management solves:

    ICE Vehicles Occupy EV Bays

A petrol or diesel vehicle parked in an EV charging bay, "ICE-ing", is the most visible failure of EV parking. The bay is occupied, the charger is idle, and arriving EV drivers turn away. Without monitoring that identifies non-EV vehicles, the operator relies on warden patrols or complaints, slow, inconsistent, and costly.

Charge Squatting Wastes Charging Bay Time

A vehicle that has finished charging but not moved still blocks the bay. Where bay time is the scarce resource, a fully charged car parked for two hours is as damaging as an ICE vehicle. Without data on occupancy versus active charging, the operator cannot target enforcement.

    No Enforcement Without Data

Enforcement needs evidence: which bay, which vehicle, how long. A warden patrolling every two hours cannot capture this consistently. Without a continuous log of occupancy, start times, and duration, there is no documentation for enforcement and no proof the charging provision is protected.

Utilisation Data Missing from Investment Decisions

Expanding from 10 to 30 charging bays requires demonstrating demand. Without hourly occupancy by bay, charging hours, misuse hours, empty hours, the investment case is anecdotal. Finance and council committees do not approve infrastructure spend on anecdotes.

Residents and Employees Cannot See Bay Availability

An EV driver needs to know whether a bay is free before committing to the approach. Without real-time availability in a dashboard, app, or entrance sign, drivers cannot plan around charging, reducing the practical value of infrastructure promised at lease or contract signing.

    What EV Parking Management Includes

The service is a management layer on top of Fleximodo occupancy sensors, combining sensing, charger awareness, and reporting:

    IoT parking sensor

    IoT Parking Sensors

One sensor per bay, installed in 10-15 minutes with no cabling or power connection. Detects presence with 99.96% accuracy and logs bay occupied/vacant, start time, and duration. Battery life up to 10 years. NB-IoT needs no on-site gateway. Works in underground, surface, and exposed outdoor locations (-40°C to +75°C).

Charger integration for 3-state bay awareness

Charger Integration for 3-State Bay Awareness

When ParkingAround integrates with the charger management system via API, it distinguishes three states: (1) occupied + charging, expected, no action; (2) occupied + not charging, ICE-ing, finished-and-overstayed, or ended session → automatic alert; (3) vacant, available, pushed to signage and the app in real time. This is the difference between "the bay is occupied" and "this occupancy is legitimate."

    ParkingAround EV bay management app

    ParkingAround, EV Bay Management Dashboard

Live map of all EV bays with real-time status. Automatic alerts for ICE-ing and overstay with bay reference, duration, and timestamp. Configurable time-based rules (e.g. >4 hours in a 2-hour bay triggers an alert; a non-EV vehicle triggers one immediately). Occupancy reports by bay, day, and hour for utilisation analysis. Time-limited guest/visitor charging passes.

    How EV Parking Management Works

    The Sensor Detects Occupancy

The in-ground sensor registers a vehicle in the bay with 99.96% accuracy and logs the start time.

    The Charger Status Is Read

Via the charger API (OCPP/REST), ParkingAround checks whether an active charging session matches the occupied bay.

    The System Classifies the Bay

Charging (legitimate), occupied-not-charging (ICE-ing / overstay / ended session), or vacant.

    Misuse Triggers an Automatic Alert

After a configurable grace period, the operator gets an alert with bay reference and duration, no patrol required

    Availability Is Published

Vacant bays are pushed to entrance signage and the ParkingAround app in real time, and via REST API to navigation/journey-planning apps.

Three-State Bay Awareness: Charging, Overstay, or ICE-Ing

Most occupancy systems tell you a bay is full. Fleximodo tells you *why*. By pairing sensor occupancy with live charger status, the system separates a legitimate charging session from a bay lost to a petrol car or a finished-but-parked EV, the distinction that makes enforcement fair, targeted, and documented.

    What Results to Expect

    • EV Bays Available for EV Drivers

Automated ICE-ing/overstay detection cuts the hours bays are unavailable to legitimate users; monitored bays lift compliance and capture charging revenue

    • Data to Justify Infrastructure Expansion

Monthly utilisation reports (demand vs capacity, peak hours, misuse rates) support planning applications and capital cases with 12 months of hourly data, not estimates.

    • Enforcement Without Manual Patrols

Continuous monitoring with automatic, timestamped alerts operates 24/7; the team acts on alerts instead of investigating complaints.

    • Improved EV Driver Experience

Real-time availability at the entrance and in the app makes the charging amenity actually usable - directly affecting tenant satisfaction and retention.

    • Future-Proof Infrastructure

The same sensor layer scales from 10 bays to 100 without replacing hardware; zones, rules, and reporting are managed in ParkingAround

    Proven in Real-World Deployments

Fleximodo sensors are live across 50+ countries in commercial campuses, residential developments, and public car parks. EV bay monitoring uses the same sensor hardware and ParkingAround platform as every other deployment, with charger API integration as an added configuration layer.
