DOTSOFT is a Thessaloniki software company whose SmartisCity platform runs smart city services for Greek municipalities. One of its projects, INTEL ANN, uses federated learning to predict parking availability before drivers arrive. Predictions are only as good as the data behind them, and that data comes from Fleximodo in-ground sensors.
The fleet has been growing since 2021: 150 NB-IoT sensors that year and 92 more in 2022, later extended in the Kalamaria district. In 2023 DOTSOFT added Permit Cards to cover permit zones. By 2025 it was installing the next-generation Sensor Standard 2.0, and in 2026 it began a municipal deployment for Propontida in Chalkidiki, where the city's own team is being trained to run the system.
What was deployed
- IoT Parking Sensor Standard units on NB-IoT, installed in the road surface in Thessaloniki (Kalamaria and Pylaia) and Propontida
- Sensor Standard 2.0, flush-mount NB-IoT units, for newer bays
- BLE Permit Cards, read by the same in-ground sensors, so each bay reports both occupancy and whether the vehicle is authorised
- IoT-HUB back end and API, passing data to DOTSOFT's SmartisCity platform
- DOTA over-the-air firmware updates and CityPortal monitoring for fleet health
NB-IoT runs on Greece's existing cellular networks, so no gateways had to be installed across municipal sites.
Why it matters for municipal parking
Forecasting needs continuous, accurate ground truth. Cameras struggle on Thessaloniki's narrow, tree-lined streets. In-ground sensors do not, and the magnetometer and radar combination, with automatic temperature compensation, keeps readings stable through hot Mediterranean summers. A fleet that has run since 2021 gives the model years of history to learn from.
The split of roles is clear. Fleximodo supplies the sensing layer and platform. DOTSOFT builds prediction and city services on top through the integrations API. Adding Permit Cards turned the same hardware into an enforcement tool without new infrastructure in the street.
